Well, I used to vector in Adobe Photoshop, but now I do my vectoring in Adobe Illustrator, but I still color in Photoshop. If you want more tips, come and ask me. =3

as for the silhouette...i'm not sure if there was an easier way of doing it but i extracted it normally (with the pen tool) then i went into hue/sat and decreased the lightness all the way to the one side.
